UK Local Authorities Intend to Sell Off Community Hubs and Leisure Facilities to Manage Finances

According to a new poll of local authorities, UK councils are preparing to offload social clubs, sports centres, and shopping arcades as they bet on a rapid disposal of properties to balance the books.

Increasing Financial Pressures Drive Asset Sales

The Key Cities Group representing major urban areas in England stated that 60% of local authorities are planning to sell assets to meet the rising costs of adult and children’s social care.

Local governments have previously come under fire for disposing of public land and land to shore up their finances, but they argue they must continue to generate essential revenue from property disposals or declare themselves bankrupt.

The group noted that a significant number of councils attempting to raise money from a quick sale of assets marked “a distinct shift from 2024, when the majority (six in ten) of municipal officials stated they would prioritise service redesigns and using financial reserves to manage growing financial challenges.”

Detailed Examples of Planned Disposals

One local authority in Kent announced its property management strategy featured the sale of a retail complex in Rainham and a community venue in another town to raise 20 million pounds over five years.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all generate rent for the authority, will also be sold under the plan.

Local Levy Increases and Broader Fiscal Strains

The survey of councils in the key cities group, which includes several urban centers, further found that over seven in ten of authorities will need to raise local levies next spring to cover the rising cost of essential services, higher levels of housing insecurity, and a longstanding housing shortage.

Medway council said it will proceed with asset sales after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are adopting creative strategies but certain measures require time to achieve both better provisions and financial savings,” said a council leader.

He continued: “We face population challenges which will persist to add to the pressures we have. As a unitary authority, we had a 91% cut in our central funding from over the past decade, which is extremely difficult.”

National Trends and Projections

A survey of regional authorities this week also found council budgets being strained by the growing number of young people and older individuals needing Send support.

The County Councils Network said that council deficits will hit £4.4bn a year by 2029, as they grapple to cope with rising needs.

Government officials have put off planned reforms to the special educational needs framework until the coming year after a policy document setting out those reforms was recently delayed.

Disadvantage and Financial Shortfalls

Based on the most recent indices of deprivation (the Index of Multiple Deprivation) for UK local authorities, several participating urban areas were included in the most disadvantaged in England.

  • “Participating urban centers like several major towns rank in the top 30 across the country under the latest deprivation indices,” noted the report.

“While only one key city is among the top 10 for disadvantaged communities countrywide, urban areas are far more likely to be in the worst-off 20% of the nation. The data highlights the scale of difficulties confronting municipal officials across key cities in the coming year,” the analysis added.

“Council officials have been clear about the need for a equitable and lasting financial structure that reflects and addresses the real levels of disadvantage and demand,” stated Michael Mordey.

“Without this, local authorities will continue to face impossible choices around which vital provisions to fund, and which to reduce, to the disadvantage of their communities.”

A fifth of local authorities have cut or compromised care services in the last year, the study found.
